Greece's question to the European Commission on Turkey's mining intentions in Libya and the Turkish-Libyan Memorandum

Our country's reaction to the European Commission on the statements of the Turkish energy minister and the intention of Ankara to carry out mining operations in Libya, activating the illegal Turkish-Libyan memorandum.

The full text of the question, as communicated by a statement, is as follows:

"The Turkish Energy Minister from Tripoli, Libya, said that, within the framework of the illegal Turkish-Turkish memorandum, Turkey is ready to operate in Libya's maritime areas and recall Turkey's "rights" in the Eastern Mediterranean.

The European Parliament in an amendment to its Resolution on the situation in Libya on 23 November 2022 has explicitly decided that the Memorandum of Understanding on the delimitation of maritime zones signed between Libya and Turkey in the Mediterranean Sea does not comply with the United Nations Convention on the Law of the Sea and therefore cannot have legal consequences for third states.

It also calls on the Libyan authorities to annul the 2019 Turkey-Libya Memorandum of Understanding and not to implement any clause contained in the subsequent hydrocarbons agreement signed on 3 October 2022 which provides for illegal drilling activities in the Exclusive Economic Zones of third countries including those of Cyprus and Greece.

The European Commission is asked:

-Is it aware of these statements? Is the Commission aware of this information?".

What can we expect in the coming period in this region of the Eastern Mediterranean?

The EU has maintained a silent stance on all Turkish provocations in the Eastern Mediterranean, which shows the conflicting interests of the big countries that control it.

After the wave of illegal immigrants that Europe is receiving, Turkey is reportedly activating the well-known illegal Turkish-Libyan memorandum to start mining in the Libyan EEZ.

Exactly where the Turkish drilling boats accompanied by warships will be sent is not yet known, but it is almost certain that Ankara, as part of its Ottoman policy, will also violate the Greek EEZ, while provocations in the area where the Turks "drill" will be more and more frequent.

Ankara is "tightly embracing" western Libya with the aim of controlling the country's energy

Today it became known again that Turkey has offered to contribute to energy infrastructure projects in Libya, as well as electricity transmission and distribution projects, through a statement by Turkish Energy and Natural Resources Minister Alaparslan Bayraktar.

The Turkish minister said that the two countries will improve cooperation relations in the energy field.
Bayraktar said in his statement on the sidelines of his participation in the Libyan Energy and Economic Summit that Turkey-Libya relations have spanned 500 years, indicating that Turkish activities in the energy sector have gained more importance after the maritime agreement signed in 2019.

He also pointed out that his country signed a memorandum of understanding with the Libyan Government of National Unity last year in the oil and gas sector, saying that he accompanied officials from public and private sector companies to Turkey during his visit to Libya to enhance cooperation between the two countries in the energy, oil and gas, as well as mining and electricity sectors.

Bayraktar said Turkey and Libya will continue their cooperation in many sectors in a sustainable and long-term manner, including the energy sector, stressing that Turkey is motivating its companies to invest in Libya because the resources in Libya will contribute significantly to the development of the Libyan people and the country.

They also care about the Libyan people and their neighbours, who are violating a whole series of treaties and are constantly sending weapons to Tripoli against the Haftar forces on the eastern side.

Our country must strengthen its surface units to the maximum extent possible to face the upcoming Turkish challenges in the EEZ and south of Crete.
